Holding the Review Panel Accountable for the Delayed Report

Members of the HKU Council,

With the continuous effort made by university members in striving for a reform in university governance, the Council agreed to establish the Review Panel on University Governance in the beginning of 2016. Professor Sir Malcolm Grant; Professor William C. Kirby, T.M Chang, and Mr. Peter Van Tu Nguyen were appointed as members of the Review Panel in April. It is expected that the report would be completed by end of the year of 2016. In June, the Review Panel visited the university and met with different stakeholders. They reconfirmed that the report shall be submitted to Council by October.

However, as of today, the Council has not received any report from the Review Panel, nor announces any update on the progress of the Review Panel. This shows that the university is not keen to improve the university governance and the university ‘s sincerity is questionable. For the requirement of reviewing the university governance in every five years as stated in the “Fit for Purpose,” Report had not been followed, we cannot tolerate any delay in the review.

We hereby demand the following:
1. The Council shall instruct the Review Panel to submit the Review Report on University Governance immediately
2. The Council shall make the Review Report available to university members
3. The University shall exhaust all means to let university members know and discuss the report so as to uphold the spirit of collegiality between students and teachers and to reform university governance
